Meningitis outbreak: 282 deaths confirmed in five states

The Nigeria Centre for Disease Control, NCDC, has confirmed the outbreak of Cerebro Spinal Meningitis, CSM, in five states with at least 282 deaths related to the disease.

Chikwe Ihekweazu, the Chief Executive Officer of the centre, made this known to the News Agency of Nigeria on Thursday in Abuja.

Mr. Ihekweazu said that 1,966 suspected cases have been recorded while 109 have been confirmed and being treated since the outbreak of the disease in February in the country.

He said that the centre had deployed a response team to the affected states to vaccinate the residents and control further spread of CSM.

According to him, Zamfara has the highest number of confirmed cases of 44, followed by Katsina with 32, Sokoto 19, Kebbi 10 and Niger 4 confirmed cases.

He also said that there is an inter-agency response supporting the states to contain the outbreak through the primary mode of vaccination.

However, Mr. Ihekweazu explained that a new strand of meningitis called “stereotype C” has emerged in place of the previous known type “stereotype A”, which has disappeared.

He regretted that there was not yet commercially available vaccine for this new stereotype “C” meningitis.

“There is a vaccine available but it is not commercially available for the stereotype involved in this specific outbreak and we have to make application to the World Health Organisation for the vaccines.
“Thankfully the vaccines have arrived and we have started vaccination campaign in Zamfara. We are in the process of starting in Sokoto and Kebbi states.

“We continue to advocate for scientists and for the global community to really try and push to develop a vaccine for meningitis `C’, on the other hand all we can do is prevention,” he said.
Ihekweazu said that prevention and early detection was key to combating the disease, if detected early, it could be treated with antibiotics.

He said that the centre was working with the states by supporting and ensuring they have the supplies to combat the disease.

“Meningitis is a tough disease especially during this period and it is associated with over-crowding, understanding the living conditions in the country, people must keep their building ventilated,” he said.

He urged Nigerians to avoid sleeping in overcrowded condition and if a lot of people must sleep together in the same room, the windows and doors must be open to allow enough ventilation.
The chief executive officer assured that the centre would work with state governments in the North West and North Central, where most cases were recorded, to ensure better preparation and avert similar outbreak next year.

The Abuja authorities had earlier confirmed five deaths in the Nigerian capital.

The Federal Capital Territory, FCT, Primary Health Care Development Board on Thursday confirmed the death of yet another person due to cerebrospinal meningitis in the territory.
The News Agency of Nigeria reported on Wednesday that the board recorded four deaths on Tuesday in Durumi area of Abuja Municipal Area Council, AMAC.

The Executive Secretary of the board, Rilwanu Mohammed, said in an interview in Abuja that another death from the disease occurred in Dakwa, a border village of Bwari Area Council and Niger State on Wednesday.

“The four suspected cases we have were all in Durumi I and II in AMAC while one confirmed case of a child that just happened yesterday (Wednesday) in Dakwa of Bwari area council.

“The four that died in Durumi showed all signs of meningitis but there was an autopsy carried out in the one at Dakwa and was confirmed to be meningitis at the University of Abuja Teaching hospital, Gwagwalada.

“We have so far immunised all residents of Durumi that are within the ages of one year and 29 years and we are going to condone off Dakwa area today (Thursday) for a similar vaccination,” he said.
According to him, the board had so far immunised 65,000 residents as against 70,000 targeted for vaccination against meningitis in FCT.

He said that since the disease broke out in Zamfara, Sokoto and Niger states, the board intensified effort to curtail its spread in the territory.

The secretary disclosed that the board focused on Internally Displaced Persons (IDPs) and barracks for the vaccination exercise because of their vulnerability.

Mr. Mohammed advised residents to avoid crowded places and ensure crossed ventilation in their homes to prevent the spread of the disease.

Meanwhile, Haruna Agwai, the Primary Health Care Coordinator of Kuje Area Council, says inadequate vaccines is hindering the progress of work at the ongoing immunisation of children against meningitis and polio in the area.

Mr. Agwai made this known to the News Agency of Nigeria on Thursday in Kuje during the immunisation of children at the Primary Health Care Centre in the area.

“Inadequate vaccines, weather condition, inadequate funding, difficult terrain, vehicles and manpower are slowing down the process of immunisation in the area,’’ Mr. Agwai said.
He said that in spite the hindrance, “the health workers are vaccinating children on Oral Polio Vaccines (OPV) from the ages 0 to 59 months and meningitis from 1 to 29 years.’’

The coordinator said the essence of the current exercise was to immunise children against the recent outbreak of meningitis in some parts of the country.

“We are vaccinating the children and taking precautions against the outbreak of meningitis in some parts of the country.’’

He said about 7,763 children had so far been immunised out of about 17,000 children, representing 40 per cent.

Mr. Agwai commended some parents for cooperating with health workers for the progress of the exercise.

According to him, Kuje Area Council Administration is determined to ensure that children in the area are healthy.

He also praised the council’s health personnel, traditional rulers and families for their support.
The News Agency of Nigeria reports that the council has 10 electoral wards while some of its communities lack adequate primary healthcare centres.

Magu slams newpaper with N5bn lawsuit over alleged Abuja mansions

Ibrahim Magu, the acting Chairman of the Economic and Financial Crimes Commission, EFCC, has asked publisher of the Sun Newspaper in Abuja to pay him N5 billion naira damages over a report concerning ownership of mansions in Abuja.

Wilson Uwujaren, EFCC Head of Media in a statement Thursday said Magu was seeking the compensation for libelous imputations and statements made against him in a story published on the March 25, 2017 edition of the Saturday Sun.

It said the publication was captioned “Magu Under Fresh Probe over 2 Abuja Mansions”.

Magu’s solicitor, Wahab Shittu, in the letter complained that the authors – Fred Itua, James Ojo and Lawrene Enyoghasu, “wilfully and maliciously made false, destructive, and defamatory statements”.

Magu said that the writers of the report maliciously alleged that Magu owned “two mansions on different streets in highbrow Maitama area of Abuja.

“This is a case which they could not substantiate, and which in fact was false, and nothing but the figments of their imaginations”.

Magu further reiterated that neither himself nor his wife owned any property in Maitama.

Magu, in addition to the demand for N5 billion compensation, wants the publishers to issue a public apology and immediate retraction in writing of these false libelous statements, within the next seven days.

Magu also demanded that it must be published on the front page of the newspaper.

”Failure of which, legal remedies including monetary damages, injunctive reliefs, and an order that you pay necessary costs including solicitor’s fees for your defamation will be taken”, the letter reads.

It added that the publishers were also to provide “written assurance within seven days, that they would cease and desist from further defamation” of Magu’s name, integrity, and reputation.

Senator in Trouble over 20 bank accounts and N4B contracts

A senator is the subject of a massive probe for not executing N4 billion contracts awarded by the government of Delta State.

Sources told newsmen yesterday that the Economic and Financial Crimes Commission (EFCC) was also looking into how the lawmaker operates 20 accounts in six banks with different signatories.

Besides, the senator allegedly used a company, to buy a 12-storey building in Apapa, Lagos, belonging to the Delta State Government for N805 million.

It was learnt that the Code of Conduct Bureau (CCB) record showed that the senator  “did not declare all the companies and bank accounts he has despite being operational prior to the time he made the declaration”.

The senator’s investigation, a source said, followed a petition from  Delta State.

The petitioner alleged that the senator owns a firm which was awarded a N1,580,000,000 contract by the Direct Labour Agency to supply construction equipment.

Instead of following specifications, the petition said, the senator allegedly supplied used equipment, contrary to the Bill of Quantity which specified new ones.

Besides,  his firm was alleged to have  secured  over N2 billion contracts from nine local government areas in Delta worth over N2billion when it was yet to be registered under the Company and Allied Matters Act.

The firm was alleged to have  secured N474, 936,000 contract from the Waste Management Board  to supply bulldozers, payloaders and tipper lorries.

The, EFCC, however, found out that the equipment were used items contrary to contract specifications.

A source in the anti-graft commission said: “We have traced five companies to the senator.  We were able to detect that in the course of contract execution, his company  imported and supplied used equipment, contrary to the specifications in the bill of quantity.

“Our team has discovered that the senator’s personal and companies’ bank accounts were linked to a bank verification number (BVN) which has more than 20 accounts domiciled in six banks.

“But his relative is the sole signatory to the accounts.

“They also located  one foreign account identified with the senator in HSBC Bank in Marbile Arch London, United Kingdom”.

Responding to a question, the EFCC source added: “So far, the senator has questions to respond to bordering on false asset declaration, official corruption, procurement fraud, tax avoidance, false information, impersonation and embezzlement of public funds.

“We are almost concluding the investigation of the senator. We will soon invite him for interview.”

I rank among Nigeria’s best aviation ministers - Stella Oduah

Oduah said: “I think with all sense of humility, I was one of the best ministers to ever serve in aviation. The evidence is there. I didn’t do it because I was just a minister.
“I coined the word “transformation”, and I wanted transformation to be personified. I wanted it to be on the record that indeed we can transform. All we need to do is to ensure that we do all we have to do and think outside the box.
“If you remember how Abuja, Lagos and Enugu airports used to be. We did a holistic transformation. Again, it is just to prove that transformation is doable. All it requires is hard work and good people to implement the strategy.”
On her achievements so far as a senator, she said: “Legislative wise, I have been able to prioritise and mainstream policies and laws that will address the inadequacies and gaps that exist in rural communities.
“During the campaign, I took time to ensure that I visited every community. I have 59 communities in my zone and I visited every single one of them. So, I understand the extent of deprivation, of degradation… the poverty; it is so alarming.
“If you ask me today to paint the face of poverty, I can close my eyes and paint it. So when I talk about policies and laws that will address these gaps, I am not just being theoretical and I am saying and driving it because I know I have seen them, and I have lived with them, so I know

Remember the girl who put her virginity up for sale! She finally sold it for 2 Million Pounds

An 18-year-old Romanian teenager, Aleexandra Kefren who went viral on the net after she appeared on 'This Morning' show in November last year, to announce that she intend to sell her virginity to the highest bidder after she avowed she already had an offer of £1.7million from a wealthy businessman, has finally sold it.

The aspiring model from Bucharest, in Romania claims she has sold her virginity to a Hong Kong businessman for £2million. Despite her family threatening to disown her over the deal.

Khefren said that she has booked a hotel and is in contact with the businessman, who she was connected with through Cinderella Escorts, a website based in Germany that will take 20 per cent of the £2million bill.

The teen did not tell her parents what she was doing and they exploded with fury after discovering her plan.

Khefren said that the businessman is 'very friendly' and that though she's spoken to him, when she meets him in person for the first time, she will be accompanied by Cinderella Escorts staff

She said she is curious about sex and that she hoped the man who takes her virginity will wine and dine her prior to going to bed.

'We will go to a hotel in Germany, have dinner and then it will happen,' she said last year. 'I am very curious about how sex is. I have not experimented. I don't know what is it.'

While most people would consider selling her virginity for money, Khefren insisted she was not a prostitute.

Last year, Khefren's father Toni and mum Elena begged her not to go through with the sale of her virginity.

Khefren claimed last year that she was selling herself to raise money for her family who faced eviction from their home.

She also said the money would be used to fund a college place, with Oxford University a favoured choice.

The Khardashian's freak out as ''Keeping Up With The Kardashians'' ratings fall drastically

The Kardashian family are reportedly freaking out as KeepingUp With The Kardashian, is on a free fall in terms of ratings. Sunday night’s episode was so low people are beginning to speculate this might be the beginning of the end of the Kardashian’s reign as the most famous reality TV family.

According to Nielsen, only 1.41 million viewers tuned in to watch the show. This will not be the first time ratings are dropping that low. For the August 28, 2016, episode, ratings hit the lowest ever at 866,000. It was expected that this new season will rake in views considering that the episodes told the story of Kim Kardashian’s Paris robbery but it wasn't so.

“This sucks,” a source close to production told Radar. “These were big episodes and they were supposed to bring in big numbers. This is bad.”

Viewers took to Twitter to call for the cancellation of the show.

“#IHaveBeenThinkingAnd I think the network needs to cancel #KUWTK it’s just no use to anyone anymore…” one person wrote.

Radar reports that the Kardashians/Jenner are really worried about this drop in ratings and would not know what to do with themselves without their show.

“The entire family is completely freaking out right now. They would not know what they would do with themselves if the show got cancelled.”

Trump appoints his daughter Ivanka Trump as Presidential Special Asssistant

President Donald Trump’s eldest daughter, Ivanka Trump, has announced that she would take up an appointment in her father’s administration.

Ivanka, in a statement on Wednesday, said she will be a Special Assistant to the President but will not take a salary. This came as her unofficial role has grown in recent weeks, and she was granted security clearance and an office at the White House, according to reports. “I have heard the concerns some have with my advising the president in my personal capacity while voluntarily complying with all ethics rules.

“And I will instead serve as an unpaid employee in the White House Office, subject to all of the same rules as other federal employees. “Throughout this process, I have been working closely and in good faith with the White House Counsel and my personal counsel to address the unprecedented nature of my role,” Ivanka said. Ivanka’s role as ‘First Daughter’ in support of the President is unprecedented. Ivanka Trump’s husband, Jared Kushner, has recently been confirmed a Senior Adviser to the President. The White House also released a statement about the new role to be played by Ivanka, saying that it is “pleased” by the move.

“Ivanka’s service as an unpaid employee furthers our commitment to ethics, transparency, and compliance. “And it affords her increased opportunities to lead initiatives driving real policy benefits for the American public that would not have been available to her previously,” the White House statement read. When her increased security clearance and White House office were announced, Ivanka acknowledged that “there is no modern precedent for an adult child of the president”.

The official title made Ivanka existing role more formalized but she had been present for family events like the various inauguration celebrations as well as closed-door meetings and sit-downs with foreign leaders. In February, she met Canadian Prime Minister Justin Trudeau at the White House, as part of a roundtable discussion on female entrepreneurs. She also met Israeli Prime Minister Benjamin Netanyahu when he visited the White House in February. When German Chancellor Angela Merkel visited the White House earlier this month, Ivanka was seated right beside her.

When Trump held a listening session about domestic and international human trafficking on Feb. 23, he started his remarks by thanking Ivanka for her role. Ivanka involvement in business roundtable discussions has been attributed to her business background at her personal fashion label and her father’s real estate empire.

Nigeria's largest power plant threatens to shutdown due to N110 Billion debt

The management of Egbin Power Plc, Nigeria’s largest power plant, has threatened to shut down operation owing to non-payment of N110billion debt. This may throw a huge segment of the population into blackout.

The plant has 1320megawatts (Mw) capacity.

Its Managing Director, Mr. Dallas Peavey, yesterday in Lagos lamented that the huge debt has caused serious liquidity problem to the firm coupled with gas supply and transmission challenges. The problems, according to him, have stretched the company to its limit, adding that by next week, the firm may close shop, which will push the country into another round of blackout.

Peavey told reporters that the plant was being gradually forced to shut down due to debt and adverse effect of grid instability that endangers its turbines. He identified inadequate gas supply to generate at optimal capacity as another challenge.

According to him, the planned shutdown of the plant may cause Nigeria’s electricity supply, which recently witnessed improvement to get worse in the coming weeks.

Peavey said: “Egbin power plant is one of the biggest single power generating stations in Africa with an installed capacity of 1320 Mw consisting of six units of 220Mw each.

“Following the conclusion of the government’s privatisation exercise in November 2013, the consortium formed by the partnership between New Electricity Distribution Company and the Korean Electric Power Corporation (NEDC/KEPCO) acquired Egbin Power.” He added that the effect of the debt has become worse for the company.

He said: “We owe the gas companies and have others like our technical partners (KEPCO) to pay, and importantly our lenders, the banks. We have made massive investments in making the plant available to generate electricity sustainably but unfortunately, we can’t break even due to the gross inefficiency in the value chain.

“The government guarantees to pay us for every megawatt we generate and sell to NBET but they have not done that. We just got paid for the month of December 2016, three months later and we were only paid a paltry 28 per cent out of the total 100 per cent of the verified and accepted invoice for that month.”

Disney Beauty and the Beast approaches record breaking $1Billion mark just after two weeks in theaters

It’s keeps getting better for Beauty and the beast remake, as the Disney’s live-action has ranked $88.3million sales in its second week of release to take its total worldwide haul to $690.3million.

At this rate, it is well on course to surpass the $1billion mark, a remarkable feat considering it was made on a $160million budget.

The movie which stars Emma Watson, Dan Stevens and Luke Evans has faced censure in certain countries following what has been described as a ‘gay scene’ and prior to release, the Henagar theatre in Alabama announced it won’t screen the movie.

EFCC discovers $86Million Paris Club refund in NGF's Account

More cash believed to be part of the London-Paris Club loan refund has been found by the Economic and Financial Crimes Commission (EFCC).

The US$86,546,526.65 was remitted into the account of the Nigerian Governors Forum (NGF).

The account is said to have been depleted to about $17million as at the time the probe started.

The EFCC is probing how the cash got into the account, who remitted it and for what purpose.

“The cash was paid into the forum’s domiciliary account in GTB tagged: 0023577047 with sort code 058083215,” the source said, adding that the payment followed a November 21, 2016 memo on the remittance into the NGF’s account which was titled “Consultants fee”.

The cash was described as consultancy and legal fees as the case with the N19 billion which was allegedly diverted from the refund.

“This development has justified the earlier peg of our investigation that the part of the London-Paris Club loan refunds was paid into two accounts of the NGF” the source said, pleading not to be named because he has no authority to talk to the media.

“Operatives are tracking how the $86.5m was used and for what purpose. We want to know whether the affected financial and legal consultants exist or not.”

It can be recalledthat the Presidency was uncomfortable with how some governors managed the refund.

The Federal Government released N522.74 billion to 35 states as refund of over-deductions on London-Paris Club loans.

President Muhammadu Buhari directed the release of the refund to enable states to pay salaries and pensions.

But more than N19billion of the refund has been enmeshed in controversy over payment of consultancy fees. Some consultants were yet to be paid as at press time.

Some of the infractions noticeable in the management of the first tranche of the London-Paris Club loan refund are:

  • computation of state records done at a private home in Maitama, Abuja;
  • accounts initially opened in the names of two lead consultants but the details of who to be paid were later changed;
  • N19b remitted into two NGF accounts;
  • commission to consultants cut from 10% to 2% but 5% was on paper as paid;
  • the CBN paid directly to each state without the knowledge of the Accountant-General of the Federation; and
  • part of the N19b commission was traced to a governor’s account and some individuals, including some members of the National Assembly.
  • It was also discovered that besides the central consultants, governors hired other consultants, with some conceding about 10-20% commission to them.
In some states, governors served as consultants through proxies.

Some consultants are yet to be paid because the NGF changed the commission formula as soon as the first tranche was remitted.

Besides, some governors deviated from using 25 per cent to 50 per cent for payment of outstanding salaries and pension as agreed with President Buhari.

He said the number of deaths recorded in the first 86 days of 2017 was higher compared with 566 deaths recorded in the same period on March 26, 2016.
He said 26,589 migrants and refugees entered Europe by sea in 2017 through March 26, with over 80 per cent arriving in Italy and the rest in Spain and Greece.
Di Giacomo said the number was, however, lower compared with 163,895 recorded through the first 86 days of 2016.
The spokesperson explained that 2,320 migrants were brought to land between March 23 and 24 in 2017.
He added that another set of 1,160 migrants which did not include the number above were brought to land on March 25 and 26.
He stated that one corpse was found on a dinghy, which was carrying 138 migrants.
Di Giacomo said Proactiva OpenArms, an NGO, retrieved the remains of five migrants from a capsized dinghy in addition to a sixth victim it retrieved near the original site of the shipwreck.
According to him IOM believes the dinghy found by OpenArms is the same one that IOM Libya reported was rescued by Libyan fishermen who saved 54 people on 21 March.
He said that the 54 survivors brought to Libya said that approximately 120 migrants were on board including six dead.
Di Giacomo said 66 victims remained unaccounted for in that tragedy.
He further explained that a vessel “Iuventa” of the German CSO “Jugend Rettet” claimed it spotted another ship sinking six miles off the position of the “Golfo Azzurro.”
The spokesperson stated that IOM had no further information about sinking vessel, adding that The Jugend Rettet was the vessel that retrieved the remains of the sixth victim.
“We are trying to understand whether the ship found by OpenArms is the same one that was rescued earlier this month by Libyan fishermen.
“This may considerably change the number of missing migrants. For the moment, it is only possible to confirm that there are 66 victims,” Di Giacomo quoted Federico Soda, Director for IOM’s Mediterranean operations as saying.
According to him, this tragic event reminds us all of the massive loss of lives in the tragedies occurring on the central Mediterranean route where over 590 migrants died in 2017 alone.
“That is 418 more than last year on this route during the same period.
“In this context, the presence of many rescue ships at sea is crucial; without them, the number of fatalities would be inevitably higher”, he said.
Di Giacomo said IOM had received information about the remains of a 15-year old African girl retrieved from the shores of Sabratah by the Libyan Red Crescent.
He said that puts the total confirmed dead found on Libyan beaches in 2017 at 164, of which 20 were retrieved in March.
He added that the number rescued in 2017 by the Libyan Coast Guard and others were 3,457.

A certain seat on Mexico’s Metro system is not as popular as the rest of them. Known as the ‘penis seat’, the plastic is moulded into a man’s chest and groin area, complete with belly button, nipples and flaccid penis.Video from the public transport shows people sitting down without looking first, only to leap up again when they felt something unexpected between their legs.

It is reserved for men only, leading some to claim the move is sexist.
However, it was actually put there as part of a campaign against sexual harassment

Mexico City Metro went viral with their stunt, which is meant to illustrate that people have a right to go about their journey without being confronted by sexual comments or people trying to grope them.

Men who sit down on the seat immediately feel uncomfortable.

But a sign next to it reads: ‘It’s uncomfortable to sit here but it doesn’t compare with the sexual violence that women suffer in their everyday lives.’

The video ends with the statistic: ‘9 out of 10 women in Mexico City have been victims of some form of sexual violence.’
